The Valuation Office Agency (VOA) maintains the Council Tax Valuation List. This includes placing new properties within a Council Tax band and changing bands for properties when necessary.
To understand why your property is in a certain band, please go to GOV.UK and search 'How domestic properties are assessed for Council Tax bands' [https://www.gov.uk/guidance/understand-how-council-tax-bands-are-assessed].
If you have a question about the band value of a property, please contact the Valuation Office Agency (VOA) using their general enquiries form [https://www.gov.uk/contact-voa].

Why is a house in the same street in a lower band than mine?
All properties were valued before the start of Council Tax, the effective date was 1 April 1991. After valuation, the properties were placed in one of the bands. Bands are based on the saleable value of the property on 1 April 1991 and not the current value.
Challenging a Council Tax band
You can ask VOA to review your Council Tax band if you think it is wrong and you have been the taxpayer for less than six months, or your band has changed in the last six months.
If this does not apply you can still ask VOA to review your Council Tax band, but you'll need to provide strong supporting evidence showing why you believe your property is in the wrong band.
You can find more information about challenging your Council Tax band on VOA's website [https://www.gov.uk/challenge-council-tax-band] and by watching this short video [https://www.youtube.com/watch?v=qDA4xDiXIa0]. The online service allows you to check your band and submit a challenge if you think your band may be wrong. The following video
If you do challenge your Council Tax band you must continue paying your original Council Tax bill. If your challenge is successful we will refund any money that you have overpaid.
