Local Authorities are charged with ensuring the provision of accessible and affordable childcare that supports families to work or train and provides good quality early years and childcare experiences that support children’s cognitive and emotional development, aiding transition between home and school, improving school readiness, and supporting social mobility. There is a duty on Local Authorities to secure early years provision free of charge as far as is reasonably practicable.
The Childcare Act 2006 requires all local authorities in England to ensure there are enough registered childcare places (for children aged 0-14 years or 18 years if the child has SEND) to support working parents or those who are studying or training. The Childcare Act 2016 extended the 2006 Act to include new early year’s entitlements to be delivered by local authorities. Section 6 of the Act also places a requirement on Local Authorities to produce a Childcare Sufficiency Assessment (CSA) for elected members and parents. The CSA is a report which provides information about the local supply and availability of childcare in Coventry and describes the measures Coventry is taking to ensure there is sufficient childcare within the city to meet local demand.
