Introduction and background
The Local Government (Miscellaneous Provisions) Act 1976 provides that the Council may charge as fees the reasonable cost of administering and enforcing the hackney carriage and private hire licensing function. The fees charged are intended to enable the service to operate on a self-financing basis with the cost of operating the service being covered directly by the charging of fees.
A review of fees was last carried out in 2015 alongside the introduction of the Deregulation Act and the subsequent changes to timescales for the issue of licenses to Hackney Carriage and Private Hire vehicles. Subsequently a further review of charges and costs has been undertaken and approval was given by the Council's Licensing Committee on 25 June 2019 to implement, subject to consideration of any formal objections received, the following proposed increases to fees.
