Coventry City Council (CCC) Privacy Notice for the DESNZ ‘Check if you are eligible for an energy grant for a home with no gas boiler (Home Upgrade Grant)’ service

This Privacy Notice explains how personal information is going to be used, what for, who it will be shared with and why.

Why we collect and use Personal Data about you

We collect and hold personal information relating to your participation in the ‘Check if you are eligible for an energy grant for a home with no gas boiler (Home Upgrade Grant)’ eligibility checker. This is a service run by the Department for Energy Security and Net Zero (DESNZ) for residents to find out if they are eligible for the home upgrade grant (HUG2) and if interested in applying for the grant, to be referred onto Coventry City Council who deliver the scheme.

Coventry City Council use your information for:

  • Checking and reporting on your eligibility for HUG2
  • Progressing your HUG2 application where eligible to our delivery partners for installation of measures
  • Auditing and to detect fraud and multiple grant claims

We process personal data because it is necessary to comply with our legal obligations and our lawful basis is public task.

What information do we collect about you?

DESNZ will refer the following data from the ‘Check if you are eligible for an energy grant for a home with no gas boiler (Home Upgrade Grant)’ eligibility checker to Coventry City Council:

  • Date and time applied; 
  • Referral ID;
  • Name
  • UPRN (Ordnance Survey)
  • Lower Super Output Areas (LSOA) status (ONS);
  • EPC rating (DLUHC);
  • Date EPC was done (DLUHC);
  • Off gas grid status
  • Household income band
  • Full address
  • Email address
  • Phone number
  • Tenure type

Coventry City Council will share your personal data regarding the outcome of the referral back to DESNZ.

Who we share your personal Data with

We will share data with:

  • the Department for Energy Security and Net Zero (DESNZ) and its delivery, research and evaluation partners
  • Act on Energy, the HUG2 customer journey support
  • Midlands Net Zero Hub, the HUG2 scheme administrator
  • E.ON and their subcontractors, installers, assessors and Trustmark
  • Other Coventry City Council departments

We will not normally share your information with organisations other than our partner
organisations without your consent, however, there may be certain circumstances
where we would share without consent such as where we are required to do so by
law, to safeguard public safety, and in risk of harm or emergency situations. Any
information which is shared will only be shared on a need to know basis, with
appropriate individuals. Only the minimum information for the purpose will be shared.

DESNEZ may also share your data with their contractors and data processors for the purpose of delivering, monitoring, evaluating or improving the service. As your personal data will be stored on their IT infrastructure it will also be shared with their data processors Amazon AWS and GOV.UK Notify.

How long will we keep your information?

We will only keep your information for as long as we need to so we can give you the service you need unless we must keep it for legal reasons. We will store your personal data for a maximum of 10 years after the end of the scheme.

Your rights

You have the right to:

  1. Ask to see the personal information we hold about you
  2. Withdraw consent (see below)
  3. Ask us to change information we hold about you if it is wrong
  4. Ask us to delete the information we hold about you
  5. Ask us to limit the way we use your personal Information
  6. Ask for human intervention regarding decisions made about you by a computer
  7. Data portability (have your data transferred to another Authority)
  8. Complain to the Information Commissioner’s Office

Complaints

You have the right to submit a complaint if you are unhappy with the way your request is handled or disagree with a decision made by the council regarding your data. In these circumstances you can contact the Data Protection Team (DPO) and request a review of the decision. dpoteam@coventry.gov.uk
