If you wish to occupy the road, to use a mobile access platform or similar, temporarily deposit building materials or other items in a street or make a temporary excavation you must have consent from the Highway Authority.
The Council does not licence temporary traffic signals, however approval is required for their use on the highway. Applications for traffic management using temporary signals should be submitted with your Streetworks permit via Street Manager [https://www.gov.uk/guidance/plan-and-manage-roadworks].

Eligibility criteria
You must comply with any conditions attached to the consent and comply with requirements relating to the fencing off and lighting of deposits or excavations on the highway.

Application process
Please be aware that although we can accept your application online it would be helpful to ring the Traffic Management Team and talk through what is required because the situation can be quite complex. A site visit will be required to assess whether it is safe to have an object occupying the highway in a particular location.
Road occupation licences and applications to place temporary traffic signals will be processed in five working days.
For requests to close a road twelve weeks' notice is required.
Tacit consent
Tacit consent does not apply. It is in the public interest that we must process your application before it can be granted. If you have not heard from us within a reasonable period, please contact us again.
Submission of a form and payment does not mean permission has been granted and occupation of the highway must not occur without a licence being granted first.
Charges
- To close a road: Minimum charge is £2,400 and twelve weeks notice required.
- Mobile access platform/cherry picker/crane sited on the highway: £165 (1 month licence or 1 month renewal)
- Mobile access platform/cherry picker/crane sited on the highway: £220 (3 month licence or 3 month renewal)
- There is a charge for permanent Signalised Junctions or Pedestrian Crossings to be Switched Off (including bagging over) and Back On between 07:00 - 18:00 Monday to Friday: £485.00
- There is a charge for permanent Signalised Junctions or Pedestrian Crossings to be Switched Off (including bagging over) and Back On out of hours: £600.00
- There is a charge for permanent Signalised Junctions or Pedestrian Crossings to be Switched Off (including bagging over) and Back On between late notice (within 24 hours): £720.00
- Abortive visit (for switching off): £240.00
- Waiting Time incurred Monday – Friday 07:00 - 18:00: £75.00 per hour
- Waiting Time incurred Saturday and Sunday / Out of hours: £115.00 per hour
