The Council is committed to raising the standards of private rented housing and is consulting on two proposals that will place tighter controls on the standards of private sector landlords and the behaviour of tenants in neighbourhoods throughout Coventry. Licences would be issued where landlords demonstrate appropriate standards – including gas and electrical certification, and maintaining health and safety standards. As well as additional discretionary licensing conditions to address antisocial behaviour, environmental/management issues whilst improving living conditions for residents.

Please note that the consultation has now closed. The results have been assessed and, following a report to cabinet, determinations made; please see under the individual headings below.

Selective Licensing

In a Selective Licensing area, all private landlords with properties in that area would need to have a licence. The Council consulted on a proposed Selective Licensing scheme during the first quarter of 2019.

Outcome of Consultation

Following the consultation, a report was submitted to Cabinet recommending that Selective Licensing is not progressed at this time. This was approved by Cabinet and Full Council.

Additional Licensing

Additional Licensing applies to Houses in Multiple Occupation (HMOs), which fall outside of the mandatory HMO licensing definition. You can find out more about whether a property is a HMO in the documents below.

Outcome of consultation

The Council has approved the scheme relating to the whole of the city being subject to Additional Licensing. Read the designation relating to this scheme. Please see our HMO webpage for more information on licensing.
