Road deaths and serious injuries can often be avoided. Many are preventable, and we continue to strive for safer roads, including where speeding is an issue. Research shows a clear connection between speed and serious collisions, which is why the Council makes Average Speed Enforcement a key focus of its road safety efforts.

How does Average Speed Enforcement work

The Average Speed Enforcement cameras work by using Automatic Number Plate Recognition (ANPR) and record speed by measuring the time taken to travel between defined points. A zone is always very well signed as the aim is to slow drivers down – not to give out fines.

How we choose the locations

Average Speed Enforcement is not suitable for all roads. We work closely with West Midlands Police, who operate and undertake the enforcement of speed limits as well as following national guidance.

We use the following criteria to help us select the best locations for this kind of enforcement:

  • locations that have previously had fixed safety cameras
  • historical evidence of collisions resulting in casualties
  • speed surveys which indicate that speeding vehicles are an issue
  • site suitability including length of road and number of junctions
  • current speed limit
  • where there is no alternative realistic or appropriate solution that can be installed to reduce collisions and vehicles exceeding the speed limit
