Development of a decarbonisation programme for the Council-owned buildings that are either occupied or have tenants. This will include a review of how to deliver the Council’s building decarbonisation requirements, considering funding applications and supply chain needs.

For the properties that are occupied by council teams we will focus on securing and using the Public Sector Decarbonisation Scheme (PSDS) fund across a portfolio of buildings to make the building alterations.

For buildings with tenants, the Council has just under 1,000 property interests which it leases to a range of tenants (industrial, commercial, offices and other), we will look at opportunities to carry out decarbonisation works. The SEP is seeking to develop a programme and supporting delivery model to meet the MEES (Minimum Energy Efficiency Standard) standards, whilst enabling the Council to continue leasing these buildings to its tenants.
